The holiday was inspired by someone seeing a weasel of some sort running through a park carrying a slice of American cheese ... and deciding that must be the Cheese Weasel and inventing a holiday to go with the critter. (It's been a couple decades since the tale was told to me and I'm a bit fuzzy on the details at this point, so I don't remember exactly what sort of weasel or whether the park in question was in MD, VA, or WV.) Actually, “why a weasel” is known!
